06/2014 When Kell, Alterman & Runstein L.L.P.’s client was in trouble as a teenager, he was placed in the custody and care of the Oregon Youth Authority (OYA). Despite being charged with protection of the minor children in its custody, the OYA for years turned a blind eye to the rampant sexual abuse of the children under its supervision and care. In failing to respond to or instigate institute policies and procedures that would effectively safeguard children from abuse, the individuals in positions of power within OYA engaged in a pattern and practice of failing to protect vulnerable minors in the OYA’s custody.
